November 1, 2012

Mission Statement:
We, the parish of Immaculate Conception, Wexford, take the deep rooted faith of our ancestors that established our parish over 150 years ago. We incorporate all these things in our parish, our community and our world to continue what Jesus taught us and to help all people reach heaven.

Council Members Present: Gerald Hawes, Regina Manning, Ray Wagner, Roger Mohn, Tom Gavin and Father John Moser.  Also present was Mark Kruse and Shari Curran.

1. Meeting was called to order at 8:25 pm.  Opened the meeting with a prayer.

2. There were two corrections to the minutes. 1. Having retired priests residing in the rectory cannot reflect on the schedule of weekend masses, not weekday. 2. The Fish Fry is Friday, Oct. 5th, not the 1st.  Minutes approved.

3. Update on Shrine:  The drain tile is in.  The pillars are replaced (required a cement pour).  Next spring, Roger Mohn will take care of the upper wall in 2 places.  The staff at Luster Heights did not feel comfortable doing those pieces.  The left side settled and needs new rock.  Les Steiber did the original rock work.  Roger will check around to see if we can find matching rock.  The drain tile did come down a little and Roger will try to fix that better for the mowers.  Roger will also check on good solar lighting for the shrine.  Luster Heights will come and help once Tom O’Neill is ready to plant.  Tom thought it could cost around $1400 plus.  Council suggested something low maintenance that wouldn’t be bothered by the deer.  Next spring, Luster Heights can also work on the information booth, (Trimming of the pine tree, new (green, tin) roof, painting.)  Any ideas let Roger know by next spring.  Cost into the shrine so far is around $500.  Roger donated $180.  This included the tile, rock and concrete (1/2 price).  Council discussed sending an appreciation card to Luster Heights.

4. Replacement/Repair of the driveway:  Received 3 bids for the driveway repair for 218 feet, includes tearing it out, grading and rebar-4 foot square and pouring.  Bob Hinkel-$10,964 but can’t do it till next spring.  Kelly Concrete-$11,484. Geri Construction-$14,000.  It is too late in the year to complete, so we will wait till next spring.  Salt will harm the surface of newly poured cement.  Bob Hinkel will honor his price in the spring.  Father will put together the Proxy for the concrete work and will have Tom and Pat sign it.

5. Update on Rectory:  Gerald has not talked to the Hawes priests.  We will wait until spring to do anything further.  Did not turn on the water, heat or electricity.  

6. Balance on Oct 28, 2012:  Mary O’Neill sent a report that indicated we have $18,543.96 but still need to pay the TAXA which is $3,418.00.

7. LP Contract:  Discussion on bid from FS Agvantage.  Summer fill was $1.10.  Winter-$1.29.  Contracted 1500 gallons.

8. IC Wexford Fish Fry was held on Friday, October 5th and was a huge success.

9. Donations for concrete work:  Roger suggested and the council agreed to take donations for the concrete work that will be completed in the spring.  Roger will come up with something to put in the bulletin.

10. October Mass Count: The average for IC-Wexford was 73 for 2012.  92 in 2011, 96 in 2012, 78 in 2009 and 70 in 2008.

11. Thanksgiving/Christmas Mass Schedules:  Thanksgiving-Wexford at 8:30 with a Youth Mass and Food Drive.  All 4 Parishes will be invited to participate.  Christmas Mass will be on Christmas morning at 8:30 am with Msgr. Lechtenberg.

12. 175th Archdiocese Celebration:  Jubilee Closing Mass on November 25th at 2:00 pm at Elizabeth Ann Seton Parish in Hiawatha. Please get names of participants to Father as they will need to be turned in.

13. Ghana Trip:  Father shared that his trip was very enjoyable and better than anticipated.  He will share his experience with a Power Point presentation in the future.

14.  2012 Presidential Election:  Tuesday is Election Day.  Father instructed us to Study, Pray, Decide, Vote.

15. Wexford Foundation Report:  Shari Curran reported that the foundation newsletter will be mailed out again in November. They are having a fundraiser for benches and a picnic table to be purchased and placed in strategic areas in the cemetery or shrine area next spring. They are made out of a recycled material and will be bolted down on a cement pad.  There is one more cross to be put in and also a plaque with the names of our religious priests and sisters from the parish listed.  Shari also reported that she has been working on the IC-Wexford website and adding tombstone, biography and obituary information for those buried in our cemetery.  The Wexford Foundation is a non-profit corporation.

16.  Deanery Council Meeting Report: Mark Kruse reported on the meeting that was held at the end of August.  The Message was Faithful Citizenship-Follow your Conscience using the Teachings of the Church.  Speaker was Tom Chapman, Iowa Catholic Conference.

17.  Additional Items:  Blower was not working on the furnace in the church.  The motor was stuck.  Gerald had Dan Schulte put a new motor on. There was a tree down in the cemetery and Ray Wagner and Gerald took care of it.

18.  Next meeting is tentatively scheduled for January 24th.  Meetings will be scheduled every other month.

Council Members Present: Gerald Hawes, Pat Delaney, Ralph Mohn, Regina Manning, Ray Wagner, Roger Mohn, Tom Gavin and Father John Moser.  Also present was Mary O’Neill.

1. Meeting was called to order at 7:35 pm.  Opening Prayer led by Gerald Hawes.

2. There were three additions or corrections to the agenda. 1. Fish Fry 2. LP contract 3. Winter Mass schedule

3. Update on Rectory:  A meeting was held with the Hawes priests on July 16th.  It was agreed that they could either rent or lease the house sometime in the fall of 2012.  They would like the water and electricity hooked up before winter.  They would be responsible for heating the house.  Father brought a letter from Msgr. Toale regarding renting the house.  Ray Wagner asked Father what the Archdiocesan plan was for Wexford.  The general plan for 2014 is that a number of the Allamakee County parishes would become closed or oratories.  Father indicated that having retired priests residing in the house cannot reflect on the schedule for weekday masses.  Gerald brought forth estimates for tearing down the house.  $500 for mileage and they would take what they want and the parish would have to dispose of the rest.  It would be $8 or $8.50 an hour per person, to clean up if they dispose of it.  Council asked what would happen to the furniture if the Hawes priests take over the house.  Gerald will ask what they want from the house and find out when they would want to take it over before any decisions are made.

4. Update on Shrine:  Roger Mohn looked at it and determined we can extend the life of the shrine.  It would need drain tile and new rock.  Roger talked to Alex Galema, who works at Luster Heights.  Inmates from Luster Heights can work for free and we would only have to pay for materials. Tom Gavin and Roger Mohn will meet with Alex to discuss the plan for the shrine.  Possibly tear it all out, put black weed material down and put in all new shrubs and flowers.  Mary O’Neill will contact the people who offered to donate money to pay for the materials.  We will ask Tom O’Neill’s advice on the design of the shrubs and flowers and will purchase from him.

5. Replacement/Repair of the driveway:  A couple of sections, 100-150 yards, need to be replaced on the driveway.  The Council discussed options.  Estimates will be obtained from Bob Hinkel, Kelly Concrete, Ron Heim and Gerry Construction.  Father would like this done as soon as possible.  We need a proxy from Dubuque and 3 estimates.  It takes Dubuque about 2 weeks to approve. Tom and Roger will obtain the needed estimates.

6. Approval of Annual Budget:  Mary O’Neill reported that we have $19157.14 without interest.  Budget approved for 2012-2013 by consensus.


7. IC Wexford Fish Fry will be Friday, October 1st.

8. LP Contract:  Discussion on bid from FS Agvantage.  FS owns the tank.  Tom Gavin will call FS or talk to Troy to see how much we used last year.  Discussed contracting the same as last year.  If we need more, we will pay for it then.

9. Winter Mass times:  Council agreed that 7:30 every Saturday night was fine, if that is what is decided.  This works for Father and our dairy farmers.  This would be effective October 2012.  There will be a 4 Parish Meeting on August 28th to discuss the Mass time.  Council brought forward that this Mass will probably have the lowest attendance of the four Masses being offered in our four parishes.

10.  Sally Conway decided to donate a Celtic marker in honor of Pat Conway, instead of a bench as previously reported.

Council Members Present: Gerald Hawes, Pat Delaney, Mary O’Neill, Ralph Mohn, Regina Manning, Ray Wagner, Roger Mohn, Tom Gavin and Father John Moser.  Also present was Shari Curran.

1. Meeting was called to order at 7:40 pm.  Opening Prayer led by Father Moser.

2. No additions or corrections to the agenda.

3. Minutes of May 1, 2012 meeting were approved by consensus.

4. Mary reported that she purchased the acknowledgement for the light pole in honor of Keith and Patricia Garin and sent a picture to their family members.

5. Update on Rectory:  A] Laurie Moody was here last week and gave Gerald the options regarding the sewer or septic system.
We could have this one cleaned, then inspected but she doubted it would pass the inspection.  If we put in a new one, it would not have to be inspected.  Discussion on options for renting vs. selling were discussed.  Nothing was decided.  B] Discussion on renting or selling the rectory.  Msgr. Cletus Hawes and Father Donald Hawes have expressed an interest in either renting or purchasing the rectory, but would not use for possibly two years.  Many questions were raised and council members indicated it would be better to discuss in person with them so a meeting will be set up with both of the priests for Monday morning, July 16th.  Father Moser was not excited about sitting on a empty house for 2 years because of maintenance issues.  Discussion regarding a possible lease agreement.  No decision was made at this time.
C] Discussion on selling the furniture and items in the rectory.  The consensus was that we will have a Silent Auction on September 9th for parishioners only to bid on the items in the house.  If items are still left we would have a Silent Auction at our September Fish Fry.

6. Shrine: a} Gerald Hawes and Pat Delaney met with Daryl Berger regarding the shrine.  To fix it correctly would need to put in a wall behind the rocks rather than putting the rocks back the way they currently are against the dirt. To fix the walls that are falling down now, which is about half of them, the rough estimate is $10,000.  To fix all of the walls would be $20,000.  We have donations equal to around $5000 currently.  Tom O’Neill does not do masonry work, but could put up new walls using landscape block instead of using the existing rock.  The rocks are quite loose now.  Roger Mohn explained how we could possible fix the wall with small rock & tile drainage to reinforce the existing rock.  He will talk to Daryl Berger and/or Tom O’Neill and report back at the next meeting.  b} Discussion on the maintenance of the Shrine after it would be repaired.  Master Gardener’s from Harpers Ferry may use the Shrine as a project if it were to get repaired.  Discussion on
the cost of maintenance of the Shrine if the church were to close or become an Oratory.   Shari Curran will ask if the
Wexford Foundation would be willing to include maintaining the Shrine in their goals.

8. Other Business: a} Sally Conway would like to donate a bench in honor of her husband Pat Conway for the church grounds.
Mary will discuss at Wexford Foundation meeting and will bring a book of benches for the council to look at during the next meeting. Mary will check with Carl Mullarkey on the best location for the bench.
b} Discussion on budget for 2012-2013.  Father Moser asked for some changes to the proposed budget.  Mary O’Neill will change and send a revised one to Father.
c} A concern was brought forth regarding the parish election procedure. Procedure was different from previous years and it was suggested that there be more communication regarding the procedure for voting before our next parish election in May 2013.

 Council Members Present: Father John Moser, Gerald Hawes, Pat Delaney, Mary O’Neill, Ralph Mohn, Regina Manning and Tom Gavin.

Meeting was called to order at 8:05 pm.  Opening Prayer led by Father Moser.
Minutes of January 17, 2012 meeting were approved by consensus.Finances:  Mary passed out a financial report showing income and expenses for fiscal year 2011-2012.
Rectory:  Gerald talked to Ashbacher’s to see if any Amish would be interested in tearing down the house.  Hasn’t heard back from them.  Father Donald Hawes and Msgr. Cletus Hawes would like to be notified before any action is taken with the house.
Rectory may possibly need a new septic system.  Gerald will check to see if we can get it inspected before any decisions are made regarding the rectory.
Garin Donation:  The Patricia Garin Estate donated $4000 in memory of Keith and Patricia Garin.  The donation was used to cover the costs of a new water line to the hall and to put up the new light poles along the dike and south parking lot.  It will also be used to purchase a Celtic Marker for the cemetery.  Mary is arranging for a memorial acknowledgement bearing their names for the light poles and will also send a letter to Keith and Patricia Garin’s family to thank them.
Shrine: Mary indicated that people were interested in donating money to fix up the shrine. Council members thought others may also be interested in donating.  Mary will get an estimate on what needs to be done and the cost of the repairs for the next meeting.
Deanery Update from Mary: Mary shared the calendar of events for the 175th Celebration and updated us on Vision 2000. She shared the October Counts for our linked parishes and totals for the Diocese and Deanery.  Father mentioned that in June the Parish Status Report will give us more accurate numbers. Father explained the STO (Student Tuition Organization) and how that can benefit Catholic schools and parishioners.
Mary reported that Father Moser and Sister Susan Gallagher gave a talk on vocations for our high school students.

Other Matters:(1) Father Moser heard from Dubuque regarding our question on the legal aspects of a church property being owned by a cemetery.  Msgr. Toale would not want to consider doing anything with the church properties until IC Wexford would have to close.  Council agreed that this was a good approach.
(2) The Council expressed their gratitude regarding the Summer Mass Schedule.  Father indicated that we were very fortunate to have retired priests in the area helping out.
(3) Talked about Baccalaureate Mass for IC Wexford.  Father was not aware that we were interested in a Mass.  IC Wexford does not have any high school graduates, but we do have an 8th grade graduate and at least 1 college graduate.  Mass possibly scheduled for May 19th. Tom will talk to the families involved to see if this would work for them.  Possible root beer floats afterward.
(4) Knights of Columbus are looking for new members.  See Father Moser.
(5) Discussion on shortage of priests in our Archdiocese.  Father reported that 2 priests will be retiring in June due to health; he is having serious concerns regarding the priest shortage.  He asked that we begin working with others in our county to develop a proactive plan to address this shortage and to meet the needs of all the parishioners county wide.
(6) Gerald reported that he was working with Mohn Surveying to obtain the bill for the survey.

Council Members Present: Father John Moser, Gerald Hawes, Pat Delaney, Mary O’Neill, Ralph Mohn, Roger Mohn, Regina Manning and Tom Gavin.  Guest present: Karen Weber

 

Meeting was called to order at 8:00 pm.  Opening Prayer by Father Moser.

Minutes of October 18, 2011 meeting were approved by consensus.

Additions to Agenda:

Helping Hands Committee - Karen Weber has helped to create a 4-parish committee to help identify people in our area that may need some assistance. Patty Manning will be the committee member from IC Parish, Wexford. At this time, a family is in need of kitchen items and blankets.

Lenten Services - Mary and Regina received an email from Rita Mooney asking if our parish would like to participate in a 4 parish event during Lent. The theme would be “Come Travel With Us”. We would host an afternoon/evening speaker that has traveled on a religious trip, pilgrimage, or mission to another country. Gerald will ask the Hawes’ priests if either of them would be able to be the speaker on behalf of IC Parish, Wexford.

Update on parish rectory and parish hall.: House is winterized, two light poles installed, water leak fixed.  An electric meter was removed so that we are only paying rent on one meter. Gerald said that there was a tremendous amount of good help to get these items taken care of; thank you to everyone who gave of their time and talents.

Joint Pastoral Council Meeting - Set for January 24 at 7:30 in the Faith Formation Center at IC Parish, Lansing. All pastoral council members are invited to attend. Agenda was passed out with a short discussion on each of the items.

Mary O’Neill attended the Decorah Deanery meeting and went over a few of the items that they discussed.

She will send in a list of our fundraising activities so that they can be added to a deanery calendar.

Passed out a report from the Archdiocesan Pastoral Council (Sept. 2011) entitled “Best Practices in Inclusivity”. Discussion points:

Communication: IC, Wexford using email, website, parish bulletin, and mailers to those without email. Mary will compile a list of those parishioners without email.

Welcoming: Mary shared an email that we could send out to new/prospective parishioners. Let her know if we know of anyone and she will send it to them. Carl Mullarkey and Father Moser visited a few people recently. Tony and Tina Hogan will be joining our parish. Talked about introducing them at Mass.

Accessibility for buildings at IC, Wexford: A new light pole has been placed on the dike.  Regina suggested additional lighting along the south side of the church to allow those unable to use the steps to see better when using the side door by the sacristy.

Homebound: 

Mass intention is offered for those who have been hospitalized -contact Kay Mooney.

Eucharist to the homebound - Contact Father Moser or Mary O’Neill.

Prayer Shawl Ministry - Contact Shari Curran or Mona Mullarkey

Volunteer Involvement - Please remember to turn in your Time and Talent Sheets. We are always open for more people to participate in activities, including non-Catholics. We have a bible study with Harpers and Wexford. Something for all ages, including our youth. (4-parish Youth Mass-Thanksgiving and our Youth Breakfast on Mother’s Day)

Special Needs: Gluten free hosts are available in all four parishes. Simply let Father know a few days ahead of the Mass you are attending if you will need a gluten free host.

Outreach: Shari Curran is looking into using Facebook or Twitter for our parish.

Any additional information: Roger reported that the survey is done. The Church property is recorded at the Court House.  The transfer of land was not completed as of meeting time. The transfer involved transferring the Shrine land to the Church and the creek bottom property to the O’Neill’s.

Question for Dubuque: Father has not heard anything from Dubuque regarding the question we had asked about the legal aspects of a church property being owned by a cemetery.

Council Members Present:  Father John Moser, Gerald Hawes, Pat Delaney, Mary O’Neill, Ralph Mohn, Regina Manning and Tom Gavin.  Members absent: Roger Mohn.  Guests present: Shari Curran, John O’Neill, Pat O’Neill

 

  1. Meeting was called to order at 7:30 pm.  Opening Prayer by Father Moser.
  2. Minutes of August 16, 2011 meeting approved by consensus
  3. Discussion on parish rectory and parish hall.  Discussion on shutting the water off in the rectory before winter.  In order to do this we will need to reroute the water line that is going to the hall.  Other items needed for new water line to parish hall might include: pressure tank, water heater, electric setup.
    1. Gerald Hawes will obtain estimates on the following and will submit to Father Moser:

                                                              i.      New water lines to hall

                                                            ii.      New pressure tank in hall

                                                          iii.      New water heater in hall

                                                          iv.      New electric line from pole, new loop and new box.

    1. Pat Delaney will contact Culligan to discuss moving the water softener from the rectory to the hall.  He will check to see if there is a charge for this.
    2. Gerald Hawes will contact someone to winterize the rectory.
    3. If estimates are over $5000.00 Father will need to send in a proxy and receive permission from the Archdiocese in Dubuque.
  1. Shrine/Land Survey:  Spent time discussing options.
    1. Biggest issues:

                                                              i.      Shrine is actually on O’Neill property.

                                                            ii.      Official property line for the cemetery is not drawn or recorded.

    1. Father checked with Dubuque on our questions from the August meeting.

                                                              i.      There are legal aspects to a church property being owned by a cemetery.  Wexford is not the only church and cemetery dealing with this issue; so the Archdiocese of Dubuque is looking into it in greater detail.

    1. Tabled this issue until the next meeting.
  1. Christmas Mass:  There will be a Mass in IC Wexford on Christmas morning at 8:00 am.  Celebrant is yet to be determined.
  2. Stewardship Committee:  Regina Manning will represent Wexford.  Other volunteers are welcome.
  3. Report on Deanery Meeting:  Mary O’Neill
    1. 175th Anniversary of Archdiocese. 3 people from Wexford are needed to attend Mass in Dubuque on November 20th.  Mary and John O’Neill, Gerald and Jane Hawes will attend.

Mission Statement:

   We, the parish of Immaculate Conception, Wexford, take the deep rooted faith of our ancestors that established our parish over 150 years ago.  We will use that faith to bring praise and honor to God by using our gifts and talents to serve God and God’s people with the help of the Holy Spirit.

   We live the Gospel by sharing faith, promoting love, reconciling differences and accepting all as equal and created by God.  We incorporate all these things in our parish, our community and our world to continue what Jesus taught us and to help all people reach heaven.

 

Council Members Present:  Father John Moser, Gerald Hawes, Pat Delaney, Mary O’Neill, Roger Mohn, Ralph Mohn, Regina Manning, Tom Gavin.  Guests present: Shari Curran, John O’Neill

 

  1. Opening Prayer by Father Moser.
  2. Correction to June 7, 2011 Council minutes-Roger Mohn is also on the Building and Grounds committee
  3. Discussed Mass schedule-Father asked to hear all of our ideas and everyone shared their thoughts.  Comments from Father Moser included:
    1. Father Ed Lechtenberg will be celebrating Mass on Sunday morning in Wexford on September 11th.
    2. Father will be having the councils from all 4 parishes get together to discuss the Mass schedules and other issues.
    3. Father will also be discussing a county wide schedule with Father Schneider to work out Mass schedules around the Christmas holidays.  One factor is that we cannot work Mass schedules around retired priests.
    4. May ask that we count attendance at Mass more often than just in October, to see which Masses are being utilized and at what times
    5. Priests are not to celebrate more than 4 Masses per weekend from the 2009/2010 guidelines.  1995 guidelines had recommended only 3 Masses per weekend.
    6. Nothing set up at this point, but will consider our ideas

                                                              i.      Rotating schedules?

                                                            ii.      Changing Wexford/Harpers Mass from 7:00 pm to 7:30 pm?

                                                          iii.      Having a Mass on the Sunday of our breakfasts?

                                                          iv.      Having a Mass in each parish every weekend? (4 parishes-4 Masses)  Could the loose change collection that is taken up in Harpers on the 5th Sunday of the month be split between Harpers and Wexford?

  1. Faith Formation Report:
    1. Meeting in Harpers next Monday to discuss their program.  Father will discuss with Bridget Cota to see if the Wexford Faith Formation Commission may attend.  They will be discussing teachers and fees.  Classes start in Harpers either Sept. 14th or 21st.  Harpers may need another teacher and may need some subs from Wexford.  Will know more after the meeting.  Harpers is still looking for a DRE, but if no one else will do it, Bridget Cota will.
    2. Wexford CRE for adults is Mary O’Neill; she will handle adult education for both Harpers and Wexford.
    3. Father Moser’s long term goal is that all Faith Formation activities for the 4 parishes be together as much as possible.
    4. Shari brought the following to the council’s attention regarding 3 of our parishioners:

                                                              i.      Mark Kruse-Lay Ministry

                                                            ii.      Shari Curran-Lay Ministry, Lay Leadership of Prayer, Sunday Celebration in the Absence of the Priest (SCAP)

                                                          iii.      Mary O’Neill-Lay Ministry, Lay Leadership of Prayer, Sunday Celebration in the Absence of the Priest (SCAP)

  1. Meeting Expectations:
    1. Council chair will have meeting agenda out a week before the meeting.
    2. Meeting will be bi-monthly; more often if necessary.
    3. Minutes should be submitted to the Lansing office as soon as possible by email.  Email to Father Moser, Shelly Weber, Karen Weber.
    4. Council secretary will put a copy of the minutes on the bulletin board in the back of the church.
  2. Question on Salaries:
    1. Does Wexford share the cost of the Pastoral Assistant?  Father thinks it is split between Lansing and New Albin at this point.  As things begin to unfold, it may become necessary to split it with Wexford and/or Harpers also.
    2. Mary had a question on what was included in a salary on one of her financial reports.  She will check with Shelly Weber.
  3. Land Survey:  Spent time explaining issue to Father Moser and answering questions from all.
    1. Biggest issues:

                                                              i.      Shrine is actually on O’Neill property.

                                                            ii.      Official property line for the cemetery is not drawn or recorded.

    1. Roger Mohn looked at the property again:

                                                              i.      Not as close to the pine trees as we originally thought.

                                                            ii.      The well is on the church property.

    1. Father asked:  Can we deed the church to the cemetery?  Father will check in Dubuque to see if this is an option.
    2. Father suggested a land swap between the church and O’Neill’s.

                                                              i.      Shrine area given to the church.

                                                            ii.      Area (to be determined) given to O’Neill’s.

                                                          iii.      O’Neill’s would need a right of way to their land through the area by the shrine.

                                                          iv.      Roger will walk through with members of the council and O’Neill’s to get an idea of where the property lines could be changed to.

                                                            v.      Will discuss at next meeting.
